Penn State often conducts open searches rather than focus on only junior or only senior people. Unfortunately senior people often use this as leverage for a raise at their home institution with no or little thought of actually leaving. The good news is if you're a junior person who gets an interview at Penn State, your odds are good that you'll get an offer.

If you look at who PSU made offers to last year. One was a full at a top-5 department, another was an advanced assistant at a top-15 both of whom stayed put. The third was a new PHD who was the superstar of the market last year.
Every department has more people turn down their offers than accept them. It's just a fact of the academic life, especially when departments go after top people. Sometimes you win sometimes you lose.

If I hadn't gotten my degree there, I'd apply! I love the department, the faculty, the town. My experience there in graduate school was amazing.

I think "sometimes you win sometimes you lose" is a direct results of managerial decisions. seems very odd to me for a "decent/solid" school like penn state to only offer jobs to "THE ABD superstar" and professors in higher ranked departments unless you didn't really need the position filled and had the luxury to take chances. I'm also not convinced every department has a greater than 50% rejection rate, but what do I know?

Part of it is that you never really know who is going to be a superstar on the market. Sure you have a hunch but do you just exclude people right off the bat because you think Berkley or Wisconsin or michigan might also like them? That is a strategy to perpetually get middling hires. No. you go through your applicant pool and you try to find the best people and who fit the best and you make the case for why it's a good department for them and make competitive offers.
I think you will find the top departments lose out on lots of candidates because they are all competing with each other over the same people. Penn state is somewhat disadvantaged because of its location. it's not exactly ground zero for young hip singles.
You also have to keep in mid that at a place like Penn state or similar places in the pecking order, you need a multi-pronged approach to recruitment that includes senior hires, and poaching under-placed advanced assistants/associates. Penn state has been successful with that model for the past 30 years. However, if you don't ever recruit junior people then the department gets top-heavy and full of crusty old-timers. That happened in the 1990s and early 2000s. Then a decision was made to explicitly bring in a lot of junior people to balance things out. In the mid-2000s they hired a bunch of great people at the assistant level who are now associates. More recently they've successfully poached associates and a full.
This is just one piece of a larger strategy that may not make sense on its own but does within the whole.
