Does the dean really review the decision or recommendaiton of the hiring unit? Or do they just sign and approve anything submitted to their office?

I don’t think it is possible to provide a “global” answer to this question. It will really vary a lot from one institution to the next. At my own university — with five different colleges and separate deans — there is no consistency. So much depends on their individual leadership style (or lack of engagement). I know that at some smaller colleges the university president is intimately involved with every hiring decision.

Suggestion: if you are fortunate enough to land an on-campus interview, presume that every individual you meet has the final say in a hiring decision. That would include every faculty member, every administrator, every student, every staff member (including those working in the cafeteria).
And if you actually land a tenure-track position, spend the next 5+ years with the same attitude.

I would mostly agree with the above post. At my institution (R1), most students ranked a candidate dead last after their campus visit, but that candidate is the one who ended up getting hired.
