I got a yes to funding yesterday by email. I had similar experiences to those posted above last year, but I addressed the reviewers' concerns (those that I felt were legitimate) and resubmitted this year. Congrats crimey! Mine was also a resubmission from Feb 2011. However, one of the biggest critiques I got was "you should consider examining X and Y in this research" when "X and Y" were not only part of the research but explicitly mentioned in the title. I wasn't sure how to respond to that in the revision other than to suggest that Reviewer Z had advanced quite far in their career considering their illiteracy.

Yes. Even this time the reviews seemed quite off base.
For example, one reviewer stated that I used methodological terms incorrectly while another praised my methodology. Nevermind that the best methodologist in our department and the best methodologist in another department both agree that there is nothing wrong with what I wrote.
Also, they panel decided that I should change the title of my work. No big deal right? Well, they want me to change the name of a concept in the title to another concept that I am trying to explain is NOT THE SAME THING. That is the whole point of the project!

I have to say that for something that is kind of a big deal, the reviews of dissertation improvement grants are really crap.
Like many here, I once had an experience of getting two reviewers ranking my research as "excellent" (or very good, don't remember which one is the top one), and one who clearly didn't read what I wrote. My dissertation was on why X account of Y phenomenon was wrong, and Z approach worked better. The one who said "average" claimed that what I wanted to do, which he took to mean just "explaining Y," had already been done by someone who wrote a book using the X account, which was precisely what I was writing against!
Second time around, I switched things around to please this person, only to end up with the same two reviewers who said "excellent" before commenting that they had reviewed my earlier proposal and liked that one better...

Yeah. My reviews were better last year, but the panel decided not to fund.
