Due to a family emergency, I need to be closer to my sister, who lives in a part of the country that I do not, in relatively short order. I am currently an AP, doing well in my job, and want to stay in the academy, though I am not wedded to my current university or city. This past market cycle, I applied for a handful of jobs near my sister. I had several interviews, but wasn't able to get the offers. While I am planning to see what the market has to offer next round, are there any circumstances where someone in my position might contact departments near where I want to relocate to make them aware of my situation and see if there are any options? I ask because I am strongly considering leaving the academy to be closer to my sister. Any thoughts and advice are much appreciated.

You could, but a cold approach would be much better "through channels." Do you know anyone in the nearby depts? Do you have a mentor or friend that does and who might reach out on your behalf?
Instead of leaving the academy, could you instead look into taking a leave of absence from your current job? You might be able to approach some nearby departments for a VAP gig, take an unpaid LOA from your current place. For a family emergency lots of places would do this. Then, you could continue to look for a permanent spot nearby, and take a bit longer to consider your options before giving up your tt job.

Is it possible to move your sister closer to you temporarily (I ask this as someone who has a sister with a serious mental illness, and I've thought about this option for the future). Or could you teach online? That might be an option to avoid a leave of absence. I'd also have an honest conversation with your dept chair and seek out any available resources for employees on campus (if you have a union or employee support office). They might be able to help--best of luck!
