I got an offer but I am still interested in another place where I interviewed. I haven’t heard anything from them. Can I contact them to ask about the status of my application? Do I contact the chair, the Dean, the head of the search committee? What do I say?
I just want all of the information before accepting the first offer. The two are really tied, but I just want to know before making a decision.

Imagine that you had decided to take the offer from College 1 and you were going to let College 2 know that you were withdrawing your application form further consideration. Who would you call? I'm guessing the chair of the search committee, but I'm sure you have somebody in mind.
That's the person you should contact regarding receipt of the College 1 offer to ask about College 2's timeline. Let College 2 know you're still interested, but you obviously have to make a decision very soon and you wanted to give College 2 an opportunity to weigh in. No need for obfuscation or overthinking this. But you should call soon (like right now) because the clock is ticking for both you and College 2, and both of you will have to resolve this pretty quickly.
Congratulations on receiving an offer, by the way. No small feat in this market.
