I had the same issue. My rule has been if the application website doesn't work I don't apply to the job. There are other fish in the sea and if they can't get something simple like this right it's probably not a good place to work. Best of luck with whatever you decide.

"issues..." I'd like to hope that you post was a joke or used to deter people from applying.
UMKC is a pretty great place to work: the job has a 2/2 teaching load, reasonable research expectations and support, is located in a major city (2 million) with a great cost of living and a WORLD SERIES CHAMPIONSHIP. To pass something like that up in this market seems shortsighted. Also, in light of everything going on at MU and KU, UMKC has facilitated a number of faculty/student/administration listing sessions, during which students discussed the better racial climate in KC. There are a lot of important sociological conversations going on in KC on campus and in the city.
If you have any questions about the job or KC, feel free to post and I'll try to answer to the best of my abilities. Seems like someone has already posted above a clarification regarding the application process, but I know the newest iOs browser has been having trouble with the site, so if you have access to another computer, that may solve your problem, "issues...".

UMKC/KC is known for being particularly LGTBQ-friendly and has a very diverse study body in terms of SES, race, and nationality. Teaching sociology in such an environment is particularly stimulating for the peer-to-peer learning structure.

Let me support what others have already said. KC is great for all the reasons mentioned and much more. The department is excellent as are other social sciences at UMKC (the econ department, for instance, is one of few unorthodox programs in the country). My research is based in KC and UMKC is my dream job--too bad I don't do quant. Best of luck for those who have a chance as this awesome opportunity!
