I think the same happened a couple of years ago. I think the reason is that since the put the ad with Bowdoin and Bates, they listed all the openings they plan for this year although they haven't approved the adds for each one yet. That's why several of the other positions listed don't appear in their website either. They ended up posting an ad in November on the ASA job bank

Since I am precisely in that situation (spouse in academia but different field) this sounds very intriguing to me. Does anyone know how this works? Do they expect people to note in their cover letters that they are responding to their "couples initiative"?

I think they do expect one to note the couples initiative in their letter. In his bid to chair the department Neil listed his desire to move back to the states to be closer to Terry, so I assume explicitly noting relationships is par for the course

The Department of Sociology at Colby College is hiring a tenure-track assistant professor starting September 1, 2016. Colby is a selective liberal arts college in a spectacular setting with a rich sociological history: it was here that Albion Small taught some of the first sociology courses in the country.
We are searching for an early career scholar with a publication track record who aims to make an impact through high-profile research and student engagement. Our ideal candidate would also want to help build a liberal arts sociology program for the 21st century. Areas of specialization are open.
Review of completed applications will begin on October 15, 2015 and continue until the position is filled. A complete application must include: a curriculum vitae; letter of application that outlines the candidate’s research, teaching philosophy, and teaching experience; representative samples of scholarship; and three letters of recommendation.
