Does anyone know if there are separate search committees for these positions? I'm interested and qualified for both of the Asst. Professor positions. I'm wondering whether I should apply to both (in case there are separate committees) or if one application can be considered for either post.

Write to the department. If no contact is given in the ad, I choose the person who looks like the senior administrative assistant and write to them if I have a question of this sort.

There are separate search committees for these positions. I would recommend submitting your materials for each position you are interested in. Thanks for your interest in applying!
