I have seen a lot of advice for advanced Assistant Professors on the market. I am wondering if anything is different for newly tenured and promoted Associate Profs? Should the cover letters be different? Should they address why they are leaving? Are their chances worse than those who have not yet received tenure and promotion? Thanks!

Good luck, I know associate jobs are relatively scarce. Will you apply to assistant jobs also, or be willing to travel without tenure? Relately, are assistant prof searches willing to consider tenured associates? I do not mean to divert the purpose of your thread with these asides.
Some traveling scholars put 1-2 sentences in their cover letter about why they seek to change jobs. If it is an innocuous reason, especially if you can relate it to your work, it doesn't hurt to proactively neutralize curiosity about political drama or collegiality.
