Schools typically send rejections in one of three ways. One, only to candidates invited to campus. Two, everyone who doesn't get the job. Or three, no one.
To sort out the top 16 would require more time than it is worth. Easier to send a form letter to everyone, or no one.

I've had faculty tell me that they received very personalized rejection letters when they had made the short list but did not get a campus interview (the letters mentioned details about their writing samples, etc)- so I don't think the idea of sending rejection just to short list people is that improbable.

Yeah, that could be true. We'll send personalized emails to phone interviewees, or maybe folks we contacted to ask for extra materials. But random applicants who never made those cuts, I haven't heard of any special emails being sent.

I guess it goes to show that the people at Northwestern are exceedingly nice since they took the time and effort to do this. The email (form the SC chair) I received wasn't terribly personalized, I'm guessing it'd be appropriate for any of the short-listed-but-not-invited-to-campus candidates, but nonetheless I did receive it. Perhaps some of the rest of my 12 or so lucky-unlucky comrades who are in the same boat will post to confirm.

I also got the short list rejection. I was very appreciative. I wish more schools did that sort of thing so that we weren't just sending materials into the void.
