I've some experience with IJCS, both submitting articles and as a reviewer. I think the editor does a really good job providing clear feedback at what is needed to get the paper accepted. I also think that review times are very decent (got my R&R after less than 3 months). The only minor issue I had with them is that sometimes they seem to struggle to get reviewers who are a good match for the paper (I had 3 of 4 mention that my paper wasn't in their expertise area), but I also think that is becoming more of an issue all over given reviewer fatigue at the top.

The current editor, David Smith, does an amazing job of summarizing reviews and provides clear direction as to what to revise and what you can ignore. (I say this as a reviewer on several different submissions, so I've seen a number of these letters). It really is incomparable and classy.
While the journal is lower status in impact, it tends to be read more in Europe and the US. And in the absence of a clear top specialty journal for global/transnational work, it's a good option for such papers.

I agree, both as a reviewer and as someone that submitted a manuscript: David Smith is the best editor I encountered so far. Turnaround times are decent (3-4 months), and I got the feeling that the journal will fare better ins terms of Impact Factor in the coming years (thanks to the efforts of the current editor).
