They have made two offers. As far as I know both candidates are in negotiations.

The implication that the offer would go to two candidates from the same school implied that they were a pair. At least that's how I took it. If it wasn't implying that, then the question is violating El Duderino's quest for anonymity, since Berkeley publicly listed the candidates on their website.

I think a pair insinuates that they are a romantic couple. Since these two are not, I don't think it's fair to call them a pair.
