When the application was sent via snail mail, is it appropriate to contact the department to confirm that your application materials were received?

Yes, but I go ahead and pay the extra couple of bucks to get delivery confirmation on my applications. Of course, this just confirms that it was delivered somewhere at the school, not necessarily that an actual human received your app materials, but still...
