Is it okay to email a journal editor directly to inquire about the status of an paper that was revised and resubmitted after waiting 3.5 months? Thoughts.

I'd wait at least 4 months, and probably six. It's a long time to bear, but we all know that sociology journals are slow.

If you are on the job market, it is quite acceptable to contact the editor and inquire about the status of said paper. You should state that you are on the market and want your CV to most accurately reflect the state of your academic progress; editors understand the importance of these decisions for people on the market, and some do make an extra push to get the review done in an expedient manner in order to be of greatest assistance. Of course, the door can swing both ways -- something that is currently an R&R has hope to convert into a publication, but a rejected paper goes back into the "in progress" section on one's CV and lose first-glance value (in which case you aren't obligated to update your previous applications to reflect that the paper was rejected, but it might be viewed as dishonest not to provide an up-to-date CV with the new status).

if you're on the market, it's fine to ask after three months. They'll understand.
Also, good advice above. An "under review, revise and resubmit" looks better on a CV than "recently rejected, all hope lost."
