Is any one here familiar with this journal? What are your impressions?
Are there expectations for the edition that should be coming out based on the 2012 CFP? Will there be a 2013 CFP?

From what I understand, it's an online journal by and for grad students (or at least primarily). So I would categorize it as legit but not well-known or anything. In other words, it's not one of those creepy for-profit scams that publishes whatever nonsense you send provided you pay the fee, but it's not something that's going to get any attention on your cv either.

it's a legit, peer-reviewed, new (1st ed was 2011 i think) grad student journal that publishes state-of-field lit reviews (kinda like the annual reviews - not empirical papers). each year has a different topical theme. not well-known yet. but also not worth nothing on your cv - probably somewhere between a book review and an empirical piece?
