Has anyone submitted there recently, or in the past for that matter? Looking for some insights..

Submitted there in 2010. Reviews were really strong, and it was clear they knew the areas my article was centered upon.
I had four reviewers on my paper. One "accept", two "revise", and one "reject".
Editors elected to reject the paper. I believe the total time spent under review was under 4 months.

I have one under review. It has been about 2.5 months. They say, they will have an answer for me by May end... which would be 3.5 months. Not bad as long as they can keep to it.

I submitted an article there and it went under review, or at least that's what its status was on Manuscript Central. After 2 months, I received a desk rejection, without any review. The motivation was one (probably standard) statement- "Your argument is not convincing enough". Very unprofessional. I will never submit anything there again.

They actually said it was reviewed, but they did not attach the reviews in a letter that said something like, "our readers are not familiar with your cases," which is ironic because the paper was about how places [or cases] legitimate evaluations. I suspect the editor disagreed with the reviewers and made his own decision. Anyway, TCS is a British cultural studies journal, and I don't know why I submitted there in the first place.
