I've submitted twice to them. Two desk rejects. Turned those same papers over to another journal (non-American) that also publishes "critical" work, and ultimately received acceptances.
My impression is that if your work does not fit the definition of critical as set forth by the editor, then it isn't a good spot for your work. It would be a good idea to email them first to ask if they are interested in your project, and if they think CS is suitable.
In full disclosure, I have a few colleagues who have had great experiences with this journal.

I disagree with that assessment.
I submitted a paper that I viewed as "critical" but was not necessarily theoretically or epistemologically consistent with what they usually publish. Got some pretty good reviewer comments, and it was ultimately published.
Working with the editor was a pleasure.

The journal started off as "The Insurgent Sociologist" during the early 1970s. I think it was affiliated with some grad students who were trying to shake up the functionalists who ran ASA-- there were no Marxist, Sex-Gender, or sexualities sections in those days. The journal changed its name to "Critical Sociology" in the 1980s when the new editors were trying to sound more professional and ecclectic. I published in the journal in the early 1990s and found the editor and reviewers at the time helpful and not dogmatic (this might be implied by an earlier post).
