When you read "complement" the department, do you think it means having similar interests (they seem very global/political econ) or different interests (i.e. have something new to add)?

Sounds like a bit of both. If you check out their faculty webpage, they don't have a lot of new blood in that program. This could be a selling point for someone applying, if they package it correctly.

I read it as two separate thoughts. Area of specialization is open within Sociology. People from other disciplines whose research fits into our department are also encouraged to apply.
