I've published in Mobilization more than once (along with a few rejections) and had excellent experience each time. Highly recommended.
Decisions are quick--Rory McVeigh shared the stats at the CBSM business meeting in Las Vegas, and something like 95% of submissions had a decision within three months, and I think it was around 60% had a decision in two months. Based on the sorts of articles the journal publishes, they are open to theory, qualitative, quantitative or mixed methods. I can tell you as a reviewer you get six weeks before they want your comments.

I recently had a paper rejected at mobilization. The review was fast and the cover letter by the editor was specific, helpful and kind. I do think one of the reviewers was overly cranky and simply wanted to do some "theory bashing," and the others did not appreciate the value of my unique sample, but the reviewers were pretty fair overall.
