According to the application site:
If you do not have your three letters of reference available at the time of application, please attach a document noting the names and contact information for each of your three references. This will enable you to successfully complete the application process.
Yet, there is no name given to send letters to and the wording does not make clear if letters are required or if they will contact references.
Any suggestions?

I thought the same thing. Might try giving their HR department a call tomorrow. I sent an email to their HR department a few days ago and got no response. I have to say, their website reminds me (unfavorably) of a for-profit. No meaningful way to find faculty/staff/office contact information.
