Good morning dear community,
First of all thank you for always writing and answering questions. For people like me, first gen international applicants, all this information is so helpful.
If you receive a VAP offer, is it acceptable to negotiate? Or do you just accept the offer? I know since TT is a permanent position, everyone is talking about negotiations for the TT, but what about one-year VAP? Can I ask for 1,000$ per year raise? The offered salary is $48,000. I have to relocate from very far. What are the rules of the game and the etiquette for VAPs?

48k salary for a one-year VAP when you also have to move very far is pretty rough. Have you considered jobs outside of academia?
To answer your question, sure you can ask for an extra 1,000 and explain to them that you are moving far away. There is a small chance they could find extra money, but I doubt they have much room to change the salary. I don't think they will be upset at you for asking though.

It is not very easy to negotiate a salary, especially if your institution is public. If you are concerned about the negative impacts of the failed negotiations, you could try to raise moving expenses, travel funds, etc. It depends.
