The Department of Sociology invites applications for the position of Assistant Professor of Sociology, effective Fall 2020. In addition to other courses in the sociology curriculum, the successful candidate will be well-qualified to teach courses in one or more of the following areas: global dynamics, global inequalities, social justice, and/or social change and social movements.
Teaching responsibilities will occasionally include the introductory course in sociology, and may include online courses. The successful candidate will be committed to excellence in teaching, scholarship, and service in an institution dedicated primarily to undergraduate education. It is expected that the person appointed to this role will demonstrate an understanding of and sensitivity to diversity and gender issues, as SUNY Plattsburgh is committed to ensuring that its graduates are educated to succeed in an increasingly complex, multicultural, and interdependent world.

If a person is stellar educator, with more than one prestigious teaching award, but has not published in the last two years, would they have a shot at this position?

There is still a shot. Above the ad states "The successful candidate will be committed to excellence in teaching, scholarship, and service in an institution dedicated primarily to undergraduate education." And from the link in the ad you can see that "preferred qualifications" are:
• Teaching experience as a sole instructor and excellent student and/or peer evaluations • Existing publications

Thanks for the refocus Max. My self-esteem is in the toilet after the most recent round of rejections and the last three jobs I applied for I felt unqualified and non-competitive. Academia eats its young.
