Is it common to not request a cover letter? I'm applying to a job in Interfolio and there is no link to upload a cover letter. Just a CV, teaching statement, research statement, writing sample and three letters. Do you think this is an oversight? Or do they really not want a cover letter? It just seems odd not to give the chance to applicants to tailor themselves to the job in a summary of their materials.

The rest of the material covers the important information. I read cover letters last, if at all. I skip them if they are long, since the information I care about is in the CV, research statement and teaching statements. If what I find in those interests me, I'll read the writing sample/pubs.
So, it may well be intentional. However, if you want to submit a cover letter regardless, just attach it to one of the required docs (like in front of the CV, which everyone will read).
