Do you pay the fee again for a re-submission of a paper, or do you only pay once? I had only resubmitted to places with no fee or at least not for students, when I was a student...

I've never heard of a fee for resubmitting an R&R. If a journal does that, it would raise red flags for me.

As King of Nigeria alludes to, resubmission fees are not okay, and I don't know of any reputable journal that does it.

i just received an R&R from one of the ASA affiliated journals and there is no resubmission fee. Earlier this year however I had a paper get what folks on here told me is a rare "Reject and Resubmit" vs the usual "Revise and Resubmit." That journal (also an ASA affiliated journal) rejected the paper but said if I revised it based on the reviwers' comments I could resubmit it to them as a new submission, which would of course mean paying a new fee.
