Background
The UNDP’s Human Development Report Office (HDRO) produces annually a global report that seeks to significantly impact global public debates, influence policy-makers and gain respect among leading academics and activists. The HDRO also contributes strategically to advocacy of human development through other products and publications and supports the quality and impact of regional, national and sub-national HDRs, through promoting core HDR principles, knowledge sharing and capacity building, both virtually and face-to-face and in partnership with other parts of UNDP.
Under the guidance and supervision of the Chief Statistician, the Statistics Consultant performs functions to contribute substantively to the global Human Development Report - UNDP’s flagship report, particularly in respect to the HDI and related measurements. S/he will liaise with relevant international data agencies and other specialized institutions and research centres in the process of data collection and measurement development. As part of the Research and Data unit, the Statistics Consultant will interact with other teams within HDRO and across UNDP - its Regional Bureaus and network of Country Offices to provide corporate support and advice on the statistical data used in the Report and data use in regional and national human development reports.
Duties and Responsibilities
Contribute to the production of the statistical annex of the global Report:
take part in the design and compilation of the indicator tables, contributing to the identification, and quality assessment and evaluation of new indicators, and the creative presentation of statistical information;
take part in the editing and quality control of the indicator tables as well as tables, graphs and other statistical information contained in the chapters of the Report, to ensure accuracy, consistency and clear presentation;
produce the final indicator tables that are part of statistical annex and ensure quality and standards;
prepare materials for the launch of the global Report and other HDRO activities, including country fact sheets and briefing materials especially related to statistics and analysis;
apply statistical modeling and other quantitative techniques to obtain estimates as required;
produce estimates of multidimensional poverty based on micro-data from international household surveys;
produce estimates of inequality in income, education and life expectancy distributions using micro-data and/or grouped data;
provide statistical inputs for other HDRO activities and publications.

Required Skills and Experience
Education:
Master’s degree or equivalent (PhD will be an asset) in statistics, economics, demography, or quantitative social science.
Experience:
A minimum of 5 years’ relevant professional work experience;
Good experience and excellent knowledge of using information technology (Excel, Word, Email, Internet) and in relevant statistical software for analyzing large datasets (STATA);
Experience in using international statistics;
Good understanding of the human development paradigm and its policy implications;
Language Requirements:
Excellent command of English. Proficiency in one or more additional official UN languages will be an asset;
Good writing skills in English.
Evaluation Method:
Consultants will be evaluated based on UNDP’s cumulative analysis method. When using this weighted scoring method, the award of the contract shall be made to the consultant whose offer has been evaluated and determined as:
Responsive/compliant/acceptable; and
Having received the highest score out of a pre-determined set of weighted technical (70%) and financial (30%) criteria.
Evaluation Criteria:
Technical (based on CV, technical test/interview) - 70%:
Experience (20%);
Technical test/interview (50%);
Financial Proposal - 30%
The consultant is requested to provide his/her daily or monthly consultancy fee.
