it's not poaching unless you get them to join your department.
I keep track of candidates we tried to hire in past years--seeing if they do better than the ones we did hire. It's satisfying to see that our hires have gotten more stuff out.

What I can't stand is, people who don't deserve it trying to take credit for other people's work. Those type of people will never appreciate what the other people have put in.

In our case, whenever we got our second choice, our first choice really has gone on to publish more interesting work elsewhere than our first choice did here. Too bad!
