For folks who are either currently in a postdoc positions or a visiting position and are applying for tenure-track or other positions, who usually writes their letters of recommendation? Still scholars who were on their dissertation committee? Colleagues they work with in collaborative projects? Folks at their current institution where they're doing the postdoc of VAP position?

This is from the perspective of an associate professor who has served on several search committees. It is always good to have at least one letter from a current superior (with credentials) who can talk about your current assignment and prospects for the future. At least one letter from a dissertation committee if the defense was in the last five years or so. A third letter from someone who will complement those other two and say something different. This could be a former supervisor who saw you in a different role. Ideally, the combination of letters will, in total, address experience and promise for all three areas of research, teaching, and service. Hope that helps. How can you get letter from a senior from your current institution? Won’t they then know that you want to leave?

If you're a post-doc. or VAP/lecturer, shouldn't they know you will be leaving (at worst) and trying to help you leave (at best)?
