Sorry if this had been addressed already:
Let's say school A offers $65K and school B offers $59K. My question: Can you use leverage the offer at school B (with lower salary) to get a slightly higher salary at School A? And if so, can anyone provide advice on how to frame such a negotiation with school A?

Absolutely. You don't have to tell School A what School B offered you; you just need to get them a little worried. Here's what you say, in an email to the dean/chair/whoever you're negotiating with.
"I continue to be very excited by the prospect of working at School A, and I expect to make a decision soon. However, I've also received an offer from School B [you don't have to name it]. I prefer your department because [reasons that are flattering and reflect your strong fit], but I also have to take financial considerations into account. If you could increase my starting salary to $68,000 [or whatever number you think appropriate], then it will be easier for me to act on my preference for joining your department."
They may see through it and hold firm, but more likely they'll at least come up some, even if not quite as far as you ask them to. Unless you've already had to push hard to get them to 65.

OP, how did this end up working for you? I've been considering using a similar method, but I'm worried that they will end up passing on me and give another applicant the spot. Has this happened to anyone?

Has this happened to anyone? A friend of mine tried this route. They weren't given a higher offer. It was more of a "take it or leave it" response. I haven't heard of someone simply being left behind because they tried to request more, but only when they say something definitive like, "I can't do less than [insert amount here]." I hope this helps.
