I heard that the faculty recently voted and that the selected candidate has been made aware of the vote through informal channels. A formal offer to the candidate (and acceptance) should be imminent.

What's an "informal channel"? Do the faculty already know the selected candidate?

A Delaware faculty member called one of the candidate's dissertation committee members after the vote with the news, who then told the candidate that the faculty had voted to offer the post doc to that person. Nothing has been formalized yet though.

I hope your interpretation that "it's all politics" isn't throwing shade at the merits of the selected candidate. News/rumors certainly travel via networks, but that doesn't mean votes were cast because of those networks!
