My first year on the market I submitted materials through this site. I received 3 requests for first round interviews, 1 offer, so it is legit. The only tip that I have (considering you meet the eligibility reqs) is to update/refresh your materials every few weeks between now and March. I think that something must happen in the database that is a little wonky (or could be happenstance but nevertheless, keep refreshing).
The only hard thing about this position (really, positions in the consortium network) is that most places are looking to fill for one year. I know, a job is better than no job at all, but moving to another state for a one year position and having to go back out again is really hard. If you want to get a foot in teaching, affiliation with a LAC, this is a really good opportunity though. Good luck!

It is legit. I am currently a fellow at one of the participating institutions. I am also a candidate for their tenure track line. It allows them to headhunt people that match their criteria. Good luck!
