Background
The Human Development Report Office (HDRO) is a multi-disciplinary team, which produces the annual Human Development Report (HDR). The HDR focuses on a different theme every year, and contributes to the larger international development debate. The Research Consultant will be hired and based in New York working under the supervision of the Head of the Research Team.
Duties and Responsibilities
The work of the Research Consultant will largely focus on research and writing in preparation of the HDR 2015.
The research should focus on one or more of the following areas:
(i) labour markets, including unemployment dynamics, informality and the quality of jobs;
(ii) impact of demographic change and trends in labour markets;
(iii) production systems and technological change; (iv) development strategies of emerging economies.
It is expected that the Consultant will perform the following tasks:
Provide background research for the HDR 2015: the consultant’s primary responsibility will be to contribute between one and two finished background papers for the 2015 Human Development Report;
Help the Research Team identify and commission background papers for the HDR 2015. As part of this task the researcher will survey the relevant literature and identify key gaps which can be addressed in new research done by the consultant and/or other members of the Research Team;
Assist the Head of the Research Team in the management and drafting of the HDR 2015;
Drafting short memos, boxes and research notes as inputs to the HDR 2015;
Undertake other tasks as required.
Working conditions:
Office-based in a workstation or shared office. Travel is not anticipated, but is not ruled out.

Required Skills and Experience
Education:
Solid academic record, with at least a Master’s degree in Economics or closely related fields (including but not limited to international relations, development studies, sociology, geography and quantitative social research);
Doctoral training will be considered as a strong asset.
Experience:
Sound grasp of substantive and policy issues related to economic and development theories, particularly of the human development and capabilities approach;
Research experience in the areas of inequality and/or poverty in developing and/or developed countries;
Minimum of 5 years of relevant professional experience;
Advanced quantitative and/or econometric skills and experience with related software (Excel, Stata);
Experience in conducting research required; experience in coordinating research highly desirable;
Outstanding writing skills in English and the ability to synthesize large amounts of information into succinct written notes/reports, summaries on a short notice;
Language:
Excellent command of English (oral and written);
Fluency in other UN language/s would be a strongly desirable asset.
Evaluation Method:
Consultants will be evaluated based on UNDP’s cumulative analysis method. When using this weighted scoring method, the award of the contract shall be made to the consultant whose offer has been evaluated and determined as:
Responsive/compliant/acceptable; and
Having received the highest score out of a pre-determined set of weighted technical (70%) and financial (30%) criteria.
Evaluation Criteria:
Technical (based on CV, technical test/interview) - 70%:
Experience (20%);
Technical test/interview (50%);
Financial Proposal - 30%
The consultant is requested to provide his/her daily or monthly consultancy fee.
