My friend was awarded one of the HP positions this morning. Not sure what that implies about other announcements though.

Three offers have been extended. Not sure of wait list existing or not. Sometimes candidates in other disciplines turn the offer down and this can create room for anyone.

If we know some of the offers that have been accepted, is it ok to start posting them, or should we wait until it's all played out?

I was told that all offers have been made, but only the Berkeley site offers have been accepted and are set. Michigan and Harvard are still "negotiating" with their choices. I have no idea what that means or what is going on or if that means potentially some people don't accept those offers. That is all the info I have (other than names), perhaps others have more.
But, in any case, that is the hold up in information.

The negotiation may be between the department hiring the candidate after the completion of the fellowship and the Rwj program, I've never heard of a candidate negotiating with Rwj.

What is the link to the "other site" referenced? I did not see anything up on the RWJF website and am curious about the Poli Sci and Econ SHP for Cohort 21.
